The number 3 here does not mean “the first 3 users are free and you pay from the 4th onwards” — there is no per-user charge on the free plan at all. The limit counts how many members belong to a single organization at the same time: as long as your organization holds at most 3 people, including you, the whole plan is free. When a member leaves, that place opens up again and you can invite someone else into it, still for free.
